Amending the 2013 Golf Course Fund Budget to provide for a supplemental appropriation of Sixty Thousand ($60,000) Dollars to provide for Driving Range improvements.

PUBLIC HEARING MEETING – 6:45 PM

City Council will have a Public Hearing on Wednesday, August 21, 2013, at 6:45 p.m. in Council Chambers, 435 Hamilton Street, Allentown, PA 18101 on  the possible adoption an Ordinance amending the City of Allentown Zoning Ordinance and Zoning Map. This proposed amendment, of which this Notice is a summary, proposes the following: (1) to rezone 11 parcels of property in the vicinity of 6th and Cumberland Streets in Allentown, commonly known as the former Montex Mills site, from the Business/Light Industrial (B/LI) District and the Medium High Density Residential (R-MH) District to a Medium Density Residential (R-M) District; (2) to provide for a definition of “Pocket Neighborhood Development” and to permit the Pocket Neighborhood Development use in Medium Density Residential (R-M) District by right; (3) to establish Development Standards, relative minimum tract size, uses, dimensional requirements, common open space, maintenance, parking, alleys, landscaping and pedestrian pathways for Pocket Neighborhood Developments; (4) to establish  Design Guidelines relating to development configuration, common open space, location, size, front porches, views toward open spaces, privacy between buildings, community buildings and elements, parking, refuse and  recycling, pedestrian networks and work/live provisions for Pocket Neighborhood Developments; (5) to repeal any conflicting ordinances or parts thereof; (6) to provide for severability of parts of this ordinance deemed to be invalid; and (8) to provide for an effective date.

Bill 32 Zoning Ordinance Amendment                  
An amendment to the city of Allentown zoning ordinance to permit "pocket neighborhood development" in the R-M  Medium Density Residential District, to establish requirements for a pocket neighborhood development, and to amend the zoning map to change an area of land south of Cumberland St. that is east of S. Virginia St. to the R-M district.

Bill 35 Amended Establish CGP accounts Ordinance                                        
Amending the 2013-2014 Consolidated Grants Program budget which consists of the  Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant Program (ESG)  to provide for an additional appropriation of $ 429,822 in CDBG funds, $127,777 in HOME funds and a reduction of $53,482 in ESG funds, for a net increase of $504,177 in funds.
Bill 36 Appropriation for Special Events                                                  
Amending  the 2013 General Fund Budget to provide for a supplemental appropriation of Twenty-Nine Thousand Five Hundred and Fifty-Five Dollars ($29,585) to the DCED  Office Expenditure Accounts from the DCED Special Events Revenue Account.

Bill 37 Historic District Ordinance                                                                                                                              
Amends Article 1391, Historic Districts to more specifically define and outline the duties and responsibilities for the Historic Districts.




Bill 38 Street Sidewalk Vendors                                                                   CEDC, Recommended Favorably
Suggested Amendments on the Appeal Process and specific reference to removing Article 961.19
Amending Article 740, Street and Sidewalk Vendors, by providing new regulations, licensing and enforcement provisions for mobile vendors seeking to operate on city streets, the public-right-of-way and parking lots.
